The Philippine Sports Commission (PSC) has forged a groundbreaking partnership with Delaware-based technology company Elite Link, Inc. to launch a mobile application that will digitally connect and promote Filipino athletes worldwide. The collaboration marks a step toward a modern, data-driven sports management system for the country.
PSC Chairman Patrick Gregorio and Elite Link President and CEO Guillaume Lucci formalized the agreement on Tuesday at the Wildflour Restaurant in Rockwell, Makati City. The upcoming app will serve as a global recruitment and talent showcase platform, enabling athletes from all sports to register, upload profiles, update performance stats, and highlight achievements for visibility among verified coaches, scouts, and recruiters.

“This partnership with Elite Link is a beautiful gift for Philippine sports,” Gregorio said, emphasizing how the app will help athletes find communities, discover opportunities, and fulfill their potential. Lucci described the project as a “game-changing digital platform” where athletes can connect with peers, train with specialized coaches, secure sponsorships, join teams, and gain opportunities to compete at all levels.
Built for security, scalability, and opportunity
The app will be secure and scalable, with data protection mechanisms, authentication features, and analytics dashboards for PSC oversight. Local tech firm White Cloak Technologies is leading the development, ensuring a robust, user-friendly platform with a strong focus on performance and reliability. NSAs will not be restricted from integrating their own athlete management systems alongside the platform.
“This will make many Filipino athletes, coaches, and sports leaders very happy,” Gregorio added, highlighting the shared vision of transforming and modernizing sports governance in the Philippines.
